Music Comp. Programs with Lots of Fin. Aid

I'm an MA student looking to apply to terminal programs this fall. While I'm obviously considering a number of variables in determining where to apply, one of my biggest concerns (and the one toughest for me to find specific information on) is financial aid. I'm aware that all the Ivies have lots money, along with other top programs like U of Michigan, Eastman, Juilliard, etc.
I am interested in other programs that will provide full tuition remission and a stipend (big enough to cover ALL living expenses for someone who is careful with their money in the given city) for their top prospects. For example, I know that Brandeis is able to do this because of an offer a friend received recently. I also assume that top universities with massive endowments (Stanford, Northwestern, U of Chicago, etc.) are in a position to do the same. Schools that I am interested in: UCLA, Cincinnati, CIM, USC, CalArts, Boston U.

I'm also wondering if anyone could suggest a "safety" or two that would provide this kind of aid. I've heard U of CO in Boulder and UT (though that seems less safe) may be such options. . .

Any comments you have are appreciated, thanks.

USC has the Thelonious Monk Institute, with Terence Blanchard as one of its instructors. That would be a great choice, but I must warn you that I saw a video from one of the class sessions that Terence was giving and all of the students in the class were professional musicians who have significant recording/touring experience. Just look at the websites of each program, and look for financial aid info. Univ. of Cincinnati is ok, but also look at Univ of Missouri Kansas City. They have Bobby Watson on staff (Art Blakey & Jazz Messangers composer/member). I don’t know what area you want to go into, but I mostly know about jazz programs because that was my thing at one time. Good luck
