I wondered if anyone could offer suggestions for vocal performance programs at the graduate level that accept recorded auditions? I could possibly make a live audition if the school requires (for example I know that Amherst will initially accept a recording but still might as to hear you), but I'd like to keep my options open. Thanks!

I can’t recommend any; music is far afield of my own field.

But what I will say (welcome or not) is that you don’t want to bar yourself from the best program for you based on arbitrary things like cost. I’m not saying that the cost of applying isn’t important - it is, of course - but applying to graduate school is an investment in your future, and you should do it when you have both the time and the money to do it in a way that maximizes your chances and doesn’t artificially limit your choices, if at all possible. So it may be worth it to wait a year or two if you need to save up the money to apply.
