You should consult the student handbook. It usually lists the consequences for these kinds of things.
I agree with xraymancs that you and your son should consult the student handbook. For the hearing itself, encourage your son to admit fault and apologize very sincerely.
Okay, I’ll bite. How do you steal socks from a university? Where do they have socks that you can steal?

If this is true, and if he did it, the question is why. He may want to start counseling and be able to show he is dealing with a propensity for sticky fingers, if that is that issue.
Why? Was he desperate for socks and paper???
Since he is a 17 year old, they will be more lenient because he is underage. But, don’t be surprised if they rescind his freshman status. Anywhere else and he would have been arrested.
I think you need to find out why.
Oh, okay, bookstore makes sense. I didn’t even think of the bookstore. Well, good luck to you. Maybe he’ll be put on probation? School may want him to see a counselor, which would be a good idea imo.

I mean with all of those cameras in the bookstore and all of the security, why would he do it unless he was put up to it?

Cheated the bookstore, not paying.
This is bizarre - why would a college student steal paper and socks, of all things, from the campus bookstore?! I agree, sounds like a dare or prank. Is he pledging a fraternity?
Could be a prank. Could be a shoplifting problem. People don’t necessarily shoplift things they need. It can be about the risk.
Some people think they can get away, but not.
This does sound odd…socks and paper. Sounds like a fraternity prank of an extreme version of Scavenger Hunt where you shop-lift stuff instead.
Did your son tell you WHY he shoplifted? and why THOSE things???
