What is your family income?
What is your FAFSA EFC?
my federal pell grant is $2,907.50 but my tuition costs $3,290.10 for my fall term, but the thing is im somehow no longer eligible for TAP which would’ve covered the rest of the tuition (second link tells me why im ineligible). and my family income is 25k~27k

Why are they thinking you attended before? Did you say in your FAFSA that you are a freshman/never attended college?
You need to call and ask them about this.

Looks to me like your school thinks you have taken courses prior now.
You need to figure out if you somehow indicated you were other than a first year student.
He needs to check the responses that he sent to HESC. In addition he needs to speak with his financial aid office.
Op needs to also make sure that all of his info, especially social security numbers on his CUNY file, FAFSA and tap application are correct
While you are starting college for the first time, did you just graduate high school in June?
If you did not just graduate in June is there a possibility that you were admitted to college registered for classes , had a change of heart and did not attend
