My University won't give me my Financial Aid

I’m currently going to be a junior this fall, and have always had issues with the Office of Financial aid. and even though I never really have to access their offices other than at the end and beginning of each semester those are some very difficult times to be dealing with an office on matters that are much easier dealt with with the right people. I currently just received my grades for the term and I’m still in great standing but now I run into another issue. My university is now yet again stalling I’m giving me my financial aid. The last time this happened I received my financial aid with 72 hours to look it over and decide what was right for me before classes began. What really irritates me is the Office of Financial aid has a very long time after grades are released to determine a student’s financial aid progress. I find that the Office of Financial aid always tends to take preference to students who are being put on academic and financial probation suspension or dismissal instead of taking care of the students who need their financial aid to stay in school first and have met the academic requirements to receive financial aid for the next year. I have been emailing and calling the office with a financial aid non-stop for the last 2 weeks and I’m now in crunch time with getting my financial aid. I’ve already missed the opportunity take summer courses to advance in my degree due to the office of financial aid not giving me my aid for the summer term. Who can I go to about this issue? Just to give basic information I’ve never once been put on academic probation have always been in good standing academically with University I’ve always filed my FAFSA on time and have it submitted months before it’s due date, I don’t have any holds on my account for anything, so I don’t know why my financial aid is being held without me being told exactly why. Who can I go to about this issue?
