OOS is tough but I am surprised that she was not deferred at least. I have no evidence to back this up but I think NCSU prefers kids with scores. It is good that she has options. I personally would just go with the offer to be considered for a non-design major and see how that works out. She could always CODA into the school at a later point. Just something to consider.
A couple of the studio programs had portfolio reviews and interviews already, thatās why some were rejected outright for those majors. They only admit a small cohort each year due to limits studio design space.
Got my rejection from the NCSU COD earlier this week. Not a surprise given I am OOS. My stats were high and I thought my portfolio was solid, but due to the very small number of spots they open per year I was not expecting to be accepted, especially considering the 82/18 rule. I likely will not pursue admission in the secondary major at NCSU since the design school was really the only reason I applied here.

NC state schools really have shot themselves in the foot in terms of diversity and qualified applicants. The reputation of the low acceptance rate OOS despite high stats have turned off many in my area. Not only do I hear this from my classmates, but friends in many schools in my region. The consensus is North Carolina, as a state, seems only interested in our application fees. The 82/18 policy flies in the face of how these universities position themselves.
They say to anyone who will listen that they are institutions of diversity, inclusion, and global reach. If 82% of the people you see on campus live within a 4 hour drive, how diverse can a school really be?

NC is becoming more like certain states due to its hi tech industries near its two flagships. The competition for in state students is also very steep ā I can assure you of that. Maybe not as high as Cal schools but it is ratcheting up each year. In fact, NCSU will add 1000 new engineering spots to accommodate more students. I do not know how many state flagships have firm enrollment policies regarding OOS, but at the end of the day, it is a state funded school with mandate to educate in state students first.

The mandate is the unique factor here. Many state schools have all of the same qualities you list. Strong, high caliber candidates from in state, local industry that is strongly desired, and state funded. NC and Florida, from some brief research, seem to be the only states with mandates on the books regarding in state vs out of state admissions. Other schools are able to manage their admissions policies without the law and still are able to maintain the mixes they desire.
I would suggest the true comparison is not how wonderful any stateās schools are because of the factors above, but rather their acceptance rates over all. NC Stateās acceptance rate last year was 47%. So @5 of every 10 students who applied was accepted. That also means that only 1 of those 5 were from OOS due to the 82/18 laws on the books. In contrast, Wake Forest, a private university in a similar area, with similar qualities, had an acceptance rate of 26%, with none of the mandate issues of the state schools, and thus a larger OOS mix of highly qualified OOS students, and is by all accounts (choose your source; Forbes, US News and World Report, etcā¦) a higher ranked university overall.
I donāt doubt the competition among NC resident applicants is fierce, but if I were to look at the top 50 schools (again, choose your ranking sourceā¦ Forbes, US News and World Report, etc.) I see 3 NC schools in the top 50. One is UNC (#28), which by all means is a wonderful institution and draws candidates nationally and globally, which I would suggest increases the competitiveness, not to mention being one of the most affordable OOS. Besides Wake (#50), the 3rd is Duke (#9), which, like Wake, is a private institution without the state mandated issues mentioned above. So while UNC -CH may benefit from the strict admission guidelines from the state, the rest of the state universities donāt seem to be benefitting reputationally from the same. NC State is #70 in Forbes in case you were interested.
To bring this full circle, I was not wholly rejected from NC State. I am no longer being considered for the design program (COD = College of Design) They send out decisions early because of the portfolio submission requirement. I have the opportunity to move to the EA pool in my 2nd choice (Design Studies) which is not portfolio based. The COD program admits 29 or so students every year. That means, given the mandate in NC, only 5 of those are from OOS. What I understand from the school (as was told to my Mom and I on our tour) is this is not a strict measure of the programs competitiveness, although it is highly thought of. Rather itās a limitation of their facilities, as each student in the program requires a dedicated studio space. As we were told further, this is a state funding issue. So while it seems adding 1000 new engineering spots is banner worthy in North Carolina, it may not have the reputational effect desired outside of the state and may also be coming at the expense of other highly sought after programs.
Iāll stop here. I think my opinion is shared by many others and was worthy of a post to express empathy for those feeling the same after NC Stateās decision release for COD applicants. As an 18 year old who, as I said, is a single voice in a pool of many, I did not initially post this to start a debate, especially with a parent.

Depends on the major is my take. For COE, I am going to say yes because most submit and if you do not, I donāt know how it will play out.
