Need advice on my resume. GPA was low, recently got on the Dean's list

but it's still not high enough for some engineering internships I want.

I'm in aerospace engineering. About two years ago, I got a 1.225 GPA and that majorly dropped my GPA. It was because I was going through post traumatic stress disorder, and realizing I was severely abused as a child.

I started getting treatment, and started working hard again. I got on the Dean's list last semester, and that boosted my GPA by a lot, but not enough. A lot of aero companies are competitive and I want to show that I'm a really hard worker now.

How should I highlight that on my resume, and should I include why I got such a low GPA? I want to pretty much say "Hey, I had some issues before, but now I'm doing well in school now"?

On your resume, I would list your overall GPA and any awards (including Dean’s List) with the relevant dates. That way they can see that the award is recent and represents a solid GPA now. How well any of this can work depends a lot on the overall path of your college career - if the Dean’s List semester appears to be as isolated instance much like the PTSD semester then it will help much less than an overall solid performance with one bad semester.

I would not address the reasons for the bad semester on your resume, nor discuss them in an interview. If questioned, just state that you had a health issue and leave it at that.
