Need advice on transfer decision - Rice, Emory, Vanderbilt or Tulane

Would love advice on a tough transfer decision- child has been admitted to Rice, Tulane, Emory and Vandy as a rising sophomore. Leaving a top 20 LAC because found it too small and too rural. Wants to major in philosophy. Vandy would have been a no brainer but has announced, apparently for the first time ever, transfers will not be permitted to live on campus next year. Child is pretty shy so very worried about ability to make connections if forced to live off campus. No difference in COA. A vibrant campus social scene is important. Would welcome any thoughts or advice!

With the caveat that Tulane relies partly on its fraternity and sorority activity to establish its social atmosphere, it would seemingly most match the above criterion.
