I am international student who applied to US colleges with a lot of financial aid. Therefore, I was rejected from almost every schools I applied to. There are some low tier universities, usually ranked between 135-500 in USA, which accepted me. Such as UTA, ULM and UNM
However, I did not want to go to these universities. Therefore, I applied to Australian unis and one of them gave me a scholarship and It also ranks as top 87th uni in engineering and 212th world wide and ranks 11th in australia . Should I choose this uni over US uni where I got into? I want to study in top tier uni for masters in USA. How well Us unis value australian degree?
You choose the one you can afford. Right now, it looks like the Australian.
You do not need to study your undergrad in the US in order to do your graduate work in the US. You can do your undergrad in Australia then go to the US for grad school. Lots of people do that.

It looks like you need full financial aid; go to the schools you can afford. Grad school, in the US, will be very expensive, so you should save as much money as possible on your undergrad education.
International students with no money have very few choices. Go to the ones that you can afford.
