need to find a safety school. The out-of-state Tuition should not be too high.
23,000 is acceptable, prefer those tuitions under 20,000

Schools locate in extremely cold places(like Minnesota or Alaska) should be excluded from the list, because my hometown is in a hot place. New York is OK for me~

I have searched for some school like Purdue, SUNY Baffalo, Texas A&M, South Carolina State, Michigan State...but I'm not sure which ones are better safety. Or are there other schools for safety choices?

Any one can give me some advice?

If you are an international student, there really is no true safety school. The situation is very different for you than it is for US students. Have you read everything at the International Students forum? You can reach it by clicking on "Discussion Home" in the upper left of this screen and then scrolling down.

You need to think long and hard about how much money your family can pay. Is $20,000 US what you can pay for the complete cost of attendance (COA) whichi is tuition, fees, housing, food, books, travel to and from school once or twice a year, personal expenses, etc. or is $20,000 what you can pay for tuition, and you will still have plenty of money for the rest? If $20,000 to $23,000 a year is truly all you can pay for your COA, then you need to be looking for very inexpensive universities indeed.
