Seems good on the surface but will it lead to more dorm room pre-gaming?

re: more-gaming? Alcoholics will drink regardless of what the policy is.
It all comes down to enforcement. If they RA’s who previously turned a blind eye to hard alcohol drinking in freshman dorms decide to enforce the rules, it will have an impact.
