Non-M&T Duel Degree

I ended up not applying to the M&T program at Penn because I thought it might be too large of a commitment. However, over the period since I applied I have become more interested in business. Although my passion is still base in engineering I currently wish to incorporate business into/along with my engineering degree.

With that established, is it possible to double major between SEAS/Wharton outside of the M&T program? Or is there a separate application/review process to qualify for a double major? Also, would a degree in economics from the liberal arts school at Penn along with engineering also be a possibility?

This is also rooted in the fact I feel Penn isn't as strong in engineering as some other schools I'm interested in such as Michigan, Bucknell, and Carnegie. Anyone have any comments about this sentiment?

Thanks for the information.
