Am I loosing my mind? I thought I found a scholarship last year offered by the state of Oklahoma (not a school) that would waive out of state tuition for any student scoring 99.5% or higher on ACT or SAT. I CAN’T FIND IT ANY WHERE NOW! Am I loosing my mind???

The benefits don’t sound exactly like what you’re describing but it might be worth a look.
@shootmenowplease go to scholarships.ou.edu and you should be able to find a PDF that outlines the scholarships available to OOS applicants. As long as you apply by December 15 the academic merit based scholarships are awarded on a rolling basis after admission. In addition to the NMF scholarships there is one called Oklahoma State Regents Institutional Nominee that covers the OOS tuition difference and another called Award of Excellence that covers most of the OOS tuition difference.
