Not admitted to COSMOS, what does that say about my UC admission chances?

I’m a junior in high school and just got rejected by COSMOS at UCD (1st choice: Biomedical. 2nd choice: Computers in Biophysics and Robotics). In my mind, getting into COSMOS is way easier than getting into, like, UCLA. So now I’m TOTALLY FREAKING OUT. I really thought I would get into COSMOS because I have good stats (GPA:3.9 SAT and PSAT in 99th percentile), and I teach free computer programming classes at libraries.

If I couldn’t get into UCD COSMOS, does that mean that I probably won’t get into schools like UCLA, Berkeley, USC, etc?

I live in CA, and I heard that COSMOS favors out-of-state because in-state pays $3250 and out-of-state pays $6000. Anyone else hear that?

It does not say anything about your UC chances.
