<p>I've assumed it means 11:59 on November 1 -- and 11:59 according to the time zone in which the school is located, not the time zone where the applicant is....</p>
<p>Ask the college so you know you're getting the accurate answer.</p>
<p>Do NOT wait until the last minute. Every year on CC, we see frantic postings by students who attempt to file their apps at the last minute and then find the server has crashed. </p>
<p>Plan to file at least 48 hours before the app is due.</p>
