NYS residency

What are the residency requirements for Cornell's contract schools?
Would I be eligible? I go to school in ct, where I live most of the time and where my mom works and files taxes. However, I also have a house in upstate ny and my dad, a professor at a SUNY school, files taxes in ny. My parents are not separated or divorced. I was also born in NYS and lived there through 9th grade, if that counts for anything.

You’ll have more luck getting a correct answer if you contact the administration or admissions office instead.

Who claims you on their tax returns? I have a feeling that it is your mom and that’s why you are eligible to go to a public school in CT for free. It may pay for you to place a call to Cornell, especially if your father is a professor at a SUNY.
