Odd communication from admissions

I’m sure this would be normal, for any international applicant who isn’t:

-A US citizen;
-A native English speaker (as I indicated on the Common App);
-Enrolled in an English-speaking school (for the past decade+); and, last but not least
-Earning top marks in IB English HL.

Is there any earthly reason I would need to take the TOEFL or an equivalent test? Does the University require some additional documentation beyond the above?

Maybe you should simply call the admissions office. It’s possible that applying from abroad got you in a certain category.
