<p>Yes the two men were carpet baggers, but notice the KKK on the donkey, which is the symbol for the 'solid south' democrats. The reasoning behind it was the cartoon asked why the south failed in recostruction, it wasn't that the Southerners didn't like the Northern Carpet baggers... It was the political corruption that prevented any gains being made.</p>
<p>The reason that the 36 30 line answer is wrong is because the Missouri Compromise didn't ban slavery above the entire line. It banned slavery north of the line in the Louisiana Purchase areas. Slaves were still allowed in the Northeast... It DID, however, delay the slavery issue.</p>
