<p>Maybe instead of completely random, decisions are released on their residency status. Most of the decisions released on Thursday were in-state while the ones released on Friday were OOS. Maybe Monday is the international day. :D</p>

<p>They send it after 10 A.M EST but it takes awhile for the email to get through to your email. 2 hour delay. So expect an email anytime from 12 P.M to 5 P.M EST.</p>
