okay i got a big question. i need help (SAT Grammar)

okay i got a big question.

the original sentence is:

Though heavily dependent on the government for business and information while universities supply the space research center with talent, as a corporation it remains independent of both.

The correct choice out of the 5 is C) information and on universities for talent, the space research center is a corporation. How is this correct? I do not understand. Wouldn't that be a run-on sentence?

If you put it together: Though heavily dependent on the government for business and information and on universities of talent, the space research center is a corporation.

^^Look at the bold. Since when can you have two ands in a sentence. That's like ... I woke up and took a shower and ate. Run-on sentence. If someone can explain briefly on why it's the right answer, that'd be great. This problem has been killing me.

The Four Other Choices:
A) Correct as it is.
B) information and on talent by universities, the space research center, a corporation
D) information, universities supply the space research with talent, but it is a corportation
E) information, universities supply the space research center with talent, while

I’m not sure where you got the impression that sentences should be limited to only one and, but you’ll find that your example is not of the same construct as the sentence in question. The sentence in question uses the first and to join two items in a list of what the government provides–business and information are provided by the government. The second and joins two items in a list of things on which the space research center depends–government and universities are both important. A similar sentence might be: Every morning, I want a shower and breakfast so that I feel energized and nourished. ~or~ Though I rely on breakfast for energy and nourishment and on a shower to feel refreshed, I often sleep through my alarm.

Please remember, for SAT grammar, you should be looking for the best option provided by the test. Better versions of the sentence may be possible, which aren’t provided on the answer key, but which a really talented writer might imagine.

A clear explanation!Got it,thanks

D am i right?
