<li><p>Regardless of the lack of guarantee, I don't think it's very common for students who want to live in University housing to be turned away. Overwhelmingly, that's because, especially after sophomore year, comparatively few students want to live in University housing. They get mo' better, cheaper space off campus (but within easy walking distance), or if they are willing to pay the same price they would pay in a dorm, they get waaaaay mo' better space.</p></li>
<li><p>Where do they live? If you drew a circle of 1 - 1-1/2 miles from the center of campus, it would contain thousands and thousands of places where students live, from owned or rented condos at the western edge of Center City, to ramshackle Victorian houses in University City, to grungy but spacious apartment buildings, to fraternity houses, to newly built or renovated apartment buildings (these are the priciest, except for really upscale condos) that are on-campus for all practical purposes. Some live alone, most live with from 1 roommate to 7 or 8 friends sharing a house. Since practically everyone does it, and since after you have been at Penn a few months you will know tons of people who live off campus, it isn't nearly as daunting as it seems when you are thinking about it in high school. Most people like not being subject to college housing rules, not being slaves to an overpriced meal plan, and having their own rooms.</p></li>

<p>Hi, even though Penn does not explicitly guarantee housing, pretty much everyone that applies to get it on time does. The construction of the Radian has moved many students away from on campus housing. In addition, as JHS said, there is a very large amount of off campus housing, most of it within a couple blocks of Penn's campus. If you start looking relatively early, there is no problem with housing. That said, joining a frat is a very easy way to guarantee housing :)</p>

<p>There is effectively guaranteed housing: in (all?) houses, if you want to stay in the same room again, you're guaranteed it.</p>
