<p>I’m not sure I understand your question. Are you asking about the stats of people that got enough merit aid to bring the cost of tuition for an OOS student to the same level as an in-state student??</p>
<p>Are you trying to find OOS publics that you might be able to go to at a discounted rate (either the in-state rate or less)? Do you want to find out if your stats would merit such a discount or scholarship?</p>

Yes, we are trying to compile a list of OOS colleges that will offer enough scholarship money to make the cost of attendance about the same as what a local full payment resident pays. I hoped to summarize the information into a format that future students might find useful, so framed the question as ‘what student profile does the college want’, rather than ‘will the college offer me a discount’. That said, stats as follows:</p>

<p>NMSF receive a automatic 1/2 tuition scholarship at the University of Southern Calif[ #26 in USNWR].Your D may be eligible for other scholarships, but she needs to have submitted her application by the Dec 1 deadline.

<p>EricLG there are also regional consortiums to look into. The Southern States consortium is the strictest and it stipulates that if you live say, in Maryland, but find a major at a public U in Florida that is not offered in a Maryland state U (dolphin training?) then you are eligible to pay in-state rates at that Florida U. You’d need to have a very particular major. The other regional consortiums are less strict, but I don’t know much about them.</p>
<p>In addition to merit aid, certain state schools charge in-state tuition to all OOSers, regardless of merit. University of Minnesota- Morris and Eastern Oregon practice this. There are probably others that I can’t recall at the moment, too. That’s worth looking into.</p>

<p>University of South Carolina-Columbia offers the Cooper and McKissick Scholarships. The Cooper is $4000 a year and the McKissick is $2000 a year. In addition to the money given, the student pays the instate tuition rate.</p>
<p>In addition to South Carolina-Columbia, Clemson offers scholarships to OOS students that effectively make it the same as the instate rate. Last year the cutoff was 1350 or so SAT.</p>
