Out of state and then In state?

I have a question about the public state schools.
Let say if I'm living in Virginia and now I'm going to attend U Wisconsin. Does it matter if my whole family move to Wisconsin and find some jobs and pay the state tax in the first year? I will surly paying the out of state tuition in the freshman year, but will I become in state student and pay in state tuition after the freshman year?

Thank you in advance.

Bona fide residence requires the intent to establish and maintain a permanent home in Wisconsin. Intent may be demonstrated or disproved by factors under Evidence below.

Minors may be eligible for resident tuition if one or both of their parents, or guardians appointed through a Wisconsin court, have been bona fide residents of Wisconsin for at least 12 months prior to the term in which the student wishes to enroll.

Individuals who are relocated to Wisconsin by their current employer and who remain continuously employed full-time by that employer, and their spouses and dependents, are eligible for in-state tuition; or individuals who have accepted their current full-time employment with a new employer in Wisconsin before they moved to Wisconsin and before application for admission to the institution in the University of Wisconsin System, and their spouses and dependents, are eligible for in-state tuition.

If then, does it mean I have to go there 12 months before my freshman year?

Yes, your parents must live there 12 months before and establish residency as indicated in order for you to become eligible for instate tuition

so if I go there after my senior year, can I have instate tuition for Sophomore year and onward?
