I am interested at going to UT Austin for Electrical Engineering, but don't think I will be able to afford it unless I get an OOS Tution waiver. I don't qualify for any financial aid, so that is out of the question.

Arizona Residency
GPA: 3.7~ UW plus 14 APs by the end of HS

Retaking both SAT/ACT in the fall

ACT: 30
EC: Key Club leadership position, NHS, Science Team Captain, Won first place in local Math competition, and some other minor awards.

Your stats are about on average for the non-top ten percent who are let into EE at UT. Knowing that, I doubt you will get a OOS tuition waiver(Though I am not sure what exactly are the guidelines of those are). Further, if you are looking for a good EE/CE education, and can't afford UT, I would definitely look at UT Dallas. They hand out scholarships like candy, so it should be within your price range, and the their EE program is on par with that of UT. They have pretty much separated themselves from UT, because all the other schools in the UT system are not nearly as good as UTD or UT Austin academically.

Unless you are a National Merit Finalist, UT really doesn't do OOS Waivers. CSE does give out some scholarship money but even with almost perfect stats it wouldn't be in the quantity you are looking for.

But I agree with what foxshox said about UTD. It's not necessarily the most fun place to go to school (it has a reputation for being a really nerdy school) and the dorms/appartments are pretty gross, but you can get a really good education there. They get a lot of support from TI and their engineering, natural sciences, and business programs are all excellent.

According to UT's website, anyone OOSer who gets $1000 scholarship automatically qualifies for a OOS tution waiver, and I've heard the Engineering department at UT gives out a lot of scholarships.

My instate safety school is Arizona State University, which seems to have a better engineering program than UT Dallas.

I will preface by saying that I received an OOS tuition waiver. As a comparison, I had 1450 SAT and 33 ACT, 4.4 WGPA, and came from a school that doesn't officially rank (we do deciles...I was top 10%, but it doesn't matter for UT).

To be honest, your stats are below the standard for accepted OOS students. If your school does not give concrete rankings, you may be in trouble for admission alone - not even considering scholarship money. Cockrell is usually pretty generous with their scholarships, so you may have a chance if you can put together some good essays.

The Engineering Department gives out a lot of scholarships because they have a huge number of students. I had better stats then you and was instate, and I got no money.

Long time update but here are my results to future out of state students looking to gain admission and/or scholarships. The only significant change in my original post is that I increased my SAT score to 1420/2090. I was admitted into the school of Engineering with a $1000/one year scholarship. I chose not to go because my local state school offered more merit aid. Good luck to all you future applicants!
