Out of State college chances

What are the chances of getting scholarships in California Colleges with 3.58 GPA and 1500+ SAT and 11 AP courses and having AP honors /distinction

At a public school? The regent scholarships are very competitive and he’d receive no need based FA except the federal grants (and SEOG and work study are limited too). At a private school? Same chances as everyone else with those stats.

You would need to look at California private schools for possible merit scholarships and a 3.58 GPA is on the low side but your SAT is competitive. What is your college budget? What is your intended major?
Cal states and UC’s give good need-based financial aid for California residents so you count those schools out.

I would run the Net Price Calculators for the following schools:
Santa Clara
University of Redlands
University of San Diego (Private not San Diego State or UCSD)
Occidental College
Loyola Marymount
University of San Francisco
St Mary’s of Moraga
University of La Verne
Cal Lutheran
Cal Baptist

I knew some kids a few years ago that got merit money at UCLA and I thought ? UCSanDiego. You need to ask those schools specifically if there are any merit awards for OOS students. I know for certain about UCLA but that was a number of years ago.

The CA public universities do not give financial aid to OOSers. Do you know if you qualify for financial aid at private schools, and what they tend to expect your family to pay? How much are your parents willing and able to pay? Run NPCs for each of the schools on your list. Stanford, Claremont Colleges, USC, CalTech, Thomas Aquinas are the CA schools that guarantee to meet full need as they define it.

With a 3.58 GPA, Stanford, Claremont Colleges, USC, Cal Tech are probably not a possibility.

For UCLA as an example:
