We all know that UC weighs honors classes only for approved California high school courses. Of course, this puts out of state applicants at a distinct disadvantage. Had my daughter's honors classes counted, her weighted UC GPA would be above average for UCLA, but as it stands it is just shy of 4.0, which puts her in a bad demographic. Does the admissions committee care? Do they understand that they are not comparing apples to apples when it comes to OOS GPAs, or do they just look at the number and move on?

I am curious about this as well, being OOS myself.

That’s where the AP courses that a student takes in HS comes into play since it’s more apples to apples. Number of AP courses and AP test scores will balance out where you stand with Cali students. Also, your personal statement will be probably looked at more closely too.
