What about McGill, or another Canadian university? They would be within your budget while offering you a change of scenery.
With your stats both GT and UGA would be tuition free. You don’t mention what you want to study. You can narrow your choices significantly if you can focus a little bit. If you are tech or science oriented, you have one of the best schools in the country a few miles away. Ask your parents to save the money for grad or professional school.
It’s perfectly OK to be undecided, but if you want to study something like CS, business, engineering or nursing you have to apply to the school directly at many universities. If you can narrow it to hard or soft sciences, languages, politics, etc that will also help.
Your academic stats are good enough to be admitted to any college in the US.
IMHO, Georgia Tech would be your best choice. In state, nationally respected academically, you’d most likely get a ‘free ride’.
What do you want to study? Urban, College Town, Suburban? Weather? With your stats you have a lot of options. In addition, schools like UGA and UF have become quite competitive to get in.

Georgia Tech wouldn’t be a good choice for that major, UGA Honors would be better for that specific field.
