I know the FAFSA does not allow a student to list a parent in college but I have read some schools take this into consideration. If a parent and a student are in college at a community college will the school take that into effect in considering EFC or is that not the standard? How would the student report that parent is in college?

It is not standard. There is no place to note this on the FAFSA form. You would need to go and discuss this with the financial aid folks at the community college. I would suggest that you NOT get your hopes up.

Absolutely not standard to take a parent into account for the student’s EFC. However, the student can be reported on the parent’s FAFSA and will be taken into account when calculating the parent’s own EFC.

Community College in general tends to be the best bargain you can get when it comes to the cost of tuition. I wouldn’t expect any break on price, or at least not a very significant break. They still need to pay faculty!
