Increasing sales tax and income tax in order to increase higher education support would affect people in all income levels.
^For example Pitt’s tuition increase from last year to this year is $396. But if you spent $1,000 a month and sales tax went up 1% and you made $100,000 a year and income tax went up 20% then you would spend $730 a year more on those taxes.
Due to the progressivity of income taxes (a fundamental tax principle) it would affect people progressively. However, the state of Pennsylvania has clearly shifted its financing - it no longer finances either the flagships (and hides behind the “state-related” name) and cut PASSHE. Affordable universities are a common good and should be financed as such.
PA does not have progressive income tax, it is a flat 3.07%
There was also talk of taxing diapers, nursing home care and text books, so far not taxed.
That would affect mostly low income families, elderly on fixed income, and students.
There are too many of the PASSHE schools across the state it seems, to provide access to students (especially in the Western part), and not enough community colleges.
There are lots of lovely LACs in PA as well, many offering merit, but they are relatively small, which can be a plus.
@mommdc - thank you for the suggestion of Kent State. It is an option but they do not have a swim team. She want s to swim in college.

Rather than taxing diapers, how about establishing a progressive income tax then?
We visited IUP today. Beautiful day and very nice campus. Enjoyable presentation with a visit to a classroom, HUB, Rec center and Resident Halls - rooms were amazing. Daughter did not want to tell people she was visiting there. The swim coaches were very kind and gracious and she would be a great fit on the team. I thought it was great…she said it was “ok”…lol
I forgot to mention her composite ACT score is a 25 and pulled a 26 in Math. 1st time she took it was a score of 20.

Just in case you all were at all interested…even though my daughter could go to IUP, be strong student and swim…she told us that there is no way she could go to IUP. Honestly…this is getting annoying. We only have so much money and will be eligible for very little if any aid other than loans.
