Basically ZERO. In-state tuition are for people/families who establish residency for other than educational purposes.
The in-state tuition discount is for people who have paid into that state’s taxes to help fund the state’s public unis. If there are public unis that have easy “residency” requirements, I suggest you go back to where you “heard” this from and ask for actual names of unis and then to visit those unis’ websites. I think you have mistaken information.
Two states where it is pretty easy for citizen students to become residents and then get instate tuition rates for sophomore year forward are Utah and Missouri. The rules include taking steps to become a resident of those states like getting a job, registering to vote, or getting a driver’s license. You don’t have to do them all but you have to actually become a resident. There are limits on the amount of time you can be out of the state in the summer.
I don’t see how this would be possible for an international student since your visa will prohibit you from doing those things. You can’t vote, you may not be able to get a job, you may not be able to get a driver’s license.
In most states, it’s near impossible for citizen students to become a resident of another state for tuition purposes. It isn’t going to happen for an international student.
Where did you hear that international students can pay instate tuition after their freshman year? In the very vast majority of cases this is NOT NOT the case.
Even in Utah and Missouri, you would have to actually become a state resident. Non-citizens cannot register to vote…so that one is not possible for you. And your ability to work will be very limited by your student visa. You have to pass a drivers test to get a license…so this would mean you would need access to a car.
In addition, you WILL have to pay the cost to attend that first year, and you will need to show evidence you have the money to do so to get your visa.
