Is Penn genuinely need-blind? How does it compare to the rest of the ivies?
For citizens of the US, Canada, and Mexico and for permanent residents, yes. For international, no
HYP is need-blind for everyone. The other 4 are all need blind for U.S. citizens and permanent residents and seem to also be need blind for DACA, but are need aware for other international applicants.
