@connections I managed to find some information related to what your S told you. It does look like there are various time periods where the coaches from Ivy league schools cannot contact students. This varies considerably by sport. A good overview of the permitted contact time points are provided in the website below:

However note that it appears that a prospective student is free to initiate contact at any time (phone, email, text, etc). Its just that sometimes the coach may not be able to respond back.
In either case for the OP, it looks like all of the black out dates have passed (since your D is a senior). So looks like the coach is free to respond back to your D as well.
@sgopal2, that was a really helpful link. So to the OP: Definitely your D should contact the coach. If by an off chance it’s outside the contact time, the worst that will happen is that the coach will not call back.

OP, you have several complicating factors: not understanding the Ivy process how the system works, not having prepped or worked for a higher test score, having had a change of heart and being excited about her sport, level of willingness to commit to Penn, if admitted.
If you are really interested, I would be sure to request an alumni interview, and prepare her to discuss each item in detail. When there are circumstances that may not be clear from the basic application, the alumni interviews can submit additional information to support the application. Sometimes, that information can be impactful.
