Hi, I’m transferring to either Penn state or Purdue as Electrical Engineering. I’ve gotten so many responses that ranking is minor/non factor in deciding school since they are relatively same. So I wonder which school has better environment and opportunities for international student in terms of internship and Visa issues. Anyone knows about it? Thanks for help!
Both are the same… It will depend on your interest in each school.

We are working with my son on the i20 at Penn state and it’s been easy. Now your issue will be if you want to transfer your visa in the US. We were advised by Penn State to head back home to transfer his visa.

You need to ask the international students office and the career center at each university about internship placement for international students. What country are you from? There probably is a student association for that country at each of these universities. Their members might have good ideas for you.
