I know that Penn says it doesn't give any preference to its undergraduates when it comes to graduate school admissions. But is this really true?

I mean of course a bunch of factors are put under consideration, but are Penn undergraduates given a sort of "legacy" status?

Nope. The admissions rate from Penn to the Perelman Medical School may be higher than the rate from other undergraduate institutions, but that is because the applicants typically have taken a more rigorous courseload and have done very well in those courses.
