Philosophy Transfer Wanting to Minor - FREAKING OUT!!

<p>I know this is a really long post, but I’d really appreciate serious responses because I’m on the verge of a heart attack :(
I've been admitted to UCLA for fall 2013 as a Philosophy transfer. I was initially very happy about my acceptance but now I'm actually very scared. I was planning on minoring in neuroscience but I got a phone call from UCLA today congratulating me and when I asked them about minoring, they said that often transfers aren’t able to do so because they’re expected to graduate in two years. I NEED THE MINOR AND NOW I’M FREAKING OUT!!
I plan on going to medical school and I have a lot of science classes done. I really need the neuroscience minor so that I’m competitive against other applicants and also the minor would guide me in terms of what upper-division science classes I would have to take. I plan to take Physics 6B and chem 30A as well as Philosophy 100A first semester. Is it hard to get into these classes? How hard is it to get into the minor? I know I might exceed the unit cap for UCLA, but how often do they accept appeals?
Background info:
I took a lot of philosophy classes and finished all my pre-requisites at my cc and I'm quite interested in the discipline, but career wise I am plan on going to medical school. In addition to my interest, I chose the major because I was told it would make me stand out and help me on the critical learning section of the MCAT. I’ve taken the calculus, general chemistry as well as biology medical school requirements at my cc. Generally my grades are good and currently I'm enrolled in calculus based physics and I am getting an A, however last semester I took the first semester organic chemistry and got a C (personal reasons) and hence I plan on retaking the class once I transfer to UCLA. Would they let me do so? Since it is an impacted class? I really wanted to talk to a counselor about the matter, but I was told that counselors are busy right now and it’s better that I wait until orientation. However, I’m scared that they’ll give me a philosophy based counselor who won’t know much about the neuroscience minor. In addition, although I did enter as a philosophy major, I do plan on spending most of my focus on my minor and other science classes. I know I’m going to get criticized for this, but my science classes are the classes medical schools will most focus on.<br>
I just turned 18 recently and I really rushed the last two years trying to get a bunch of math and science classes done as well as the major requirements for philosophy + IGETC. I really don’t want to rush things at UCLA especially since now I have to study for the MCAT and I probably won’t get into medical school after two years anyways so I’m planning on staying at UCLA for the three years. If I stay longer than the two years, will they kick me out? How hard is it to apply and get a higher unit cap?</p>

<p>You’re more restricted by the 216 unit cap than you are the two year max. After completing IGETC/science prerequisites/major prerequisites, I’ll assume you are maxing out your 105 units of transfer credit. This leaves you with 111 units to do with as you please. You can petition, but that may or may not happen.</p>
