Is physical chemistry considered to be a sophomore level class or a junior level class if I am doing chemical engineering?
Probably junior level, but it also depends on what you mean by “physical chemistry.”
There are some versions of it that are just a light introduction to thermodynamics at the undergraduate level, which could very possibly be done at a sophomore level. There is also a longer, more in-depth version of it that generally spans 2-3 semesters and covers quantum mechanics, leading into a more rigorous study of the thermodynamics of matter. That requires depth in physics, chemistry, and math and is almost always a junior course.

Then it’s almost certainly a junior level course.
Depends on the school. At umich, ChemE’s are expected to take it second semester of sophomore year.
At Lake Jr.'s Chemical Engineering department, it’s a two-semester class taken during the junior year.
At Purdue I believe it is traditionally taken first semester of their junior year. They are required to take two semesters of OChem.
