Hi , I'm a current rising sophomore at SUNY Binghamton University. I am planning on transferring to Cornell University as a rising Junior. Going to major in Applied Economics and management. However I see that...

*Special Information
Applied Economics and Management: Strong preference will be given to candidates who will be transferring in the fall of their sophomore year. (Only in special circumstances will admission be offered to candidates transferring in the spring or in their junior year.)

does this mean i have small chance of getting into applied economics and management as rising junior? should I applied to Hotel management instead? :(

My current GPA is 3.4/4.0 , but I think this semester i might be getting 4.0. Can anyone help me out? I am desperate to attend Cornell University. Thank you !
