Why do you want to transfer and how much aid do you need?
If you will be a freshman this fall and you don’t have enough aid to attend that college for all four years, then don’t start this fall. Take a gap year and reapply elsewhere.

If I understand correctly you are:
*currently a freshman at a not very highly ranked college (you said around 400)
*an international student getting a little bit of aid but needing/wanting more
*an unsuccessful MIT applicant who is now looking at top tier colleges, including Columbia University, Tufts, Smith or Bryn Mawr
and you have
*a 4.0 GPA at your current college
*high school stats that are not competitive for the level of colleges you are looking at: 2010 on my SATs, 103 on my TOEFL and a 3.4 HS GPA
Your HS grades and test scores will be considered in your transfer applications.
You have several challenges: you are an international student, you are a transfer, you need aid, and your HS stats are not especially strong.
Other than a 4.0 at a third tier school, I have no idea what your assets are- what you have that would make Columbia (for example) want to make you one of the 150 students that they choose from the 2,500 applicants for transfer. You may have wonderful things to offer, but you haven’t put them online so I can’t comment on them.
I think you don’t have to give Smith your SAT, so your college GPA may compensate for your HS GPA. BUT: Smith is a very particular school, that people seem to love or loath. Make sure that you have actually visited before you let desperation push you into a second mistake.
Bryn Mawr will look at all your HS stuff, and they are ‘need aware’ in applications, so you could possibly get in but not get enough aid to make it affordable.
Tufts is also need-aware for international students and transfer, and also looks at all your HS stuff. Their stats are also farther from what you have.
What is your major? Since you had applied to MIT originally, I would guess it is in a STEM field. Perhaps you should look at some other Technical Universities, some of which do offer some merit aid to international students.
I am majoring in Economics and I am also in a pre-med program. Please, what technical universities do you have in mind.
Look into some of the less selective [url="<a href=“http://theaitu.org%22%5DAITU%5B/url”>http://theaitu.org"]AITU[/url] schools. They might not all have your major of interest but it is worth a look.
