<p>I believe that Penn is need-aware for international admissions. (Someone can correct me if I am wrong.) But if the OP is admitted, it will meet 100% of need, which would probably be very substantial unless the OP's family is quite wealthy. So the relevant comparison isn't to people applying to Penn, it's to people applying for significant competitive merit scholarships at top universities. It's very hard to get them, but someone does.</p>
<p>Penn probably might give out 5-10 substantial scholarships per year to needy students from India, only a few of which would go to Wharton students. (That's a fairly uninformed guess, but I believe it's in the ballpark.) The OP's resume looks good, but I wonder about his English ability. In any event, without having a better idea of what the range of applications from India looks like, it's very hard to tell whether the OP might be among the top 2-3 Indian applicants to Wharton next year.</p>
