<p>You’ll have to read the university website/supplement instructions to find out.</p>
<p>Some schools do require that you submit the supplement before the main application. I would imagine that this is to limit the number of applications that they receive on a whim and are never completed. </p>
<p>It depends on the specific school whether they do it or not.</p>
