You might want to take a look at the University of Alabama. Very generous scholarships, especially for high ACT scores. Out of state students are about 60% of the student body. Big Greek system. Lots of football tradition, or course. Feel free to visit our CC forum and ask questions.
I suggest she give the SAT a try, too; my son had a similar breakdown on the ACT. His SAT and ACT composite scores were comparable, but he had a 29 on the ACT Math, and a 730 on the SAT. His Writing SAT was 620, while his ACT Writing was a 33. In the worst case scenario, her score will be lower, and she won’t have to submit it. Is Tulane too far away for you? They would be a high-match for her. My son got in, with similar stats, but wasn’t offered any financial assistance. Their application is free, and they have a non-binding Early Action option. She would receive notification, including scholarship offer, by Thanksgiving.

I’d suggest looking at University of Delaware. It is 2/3rds out of state students, and they give merit aid to top out of state students and some need-based aid. It is in an interesting college town, and has an honors program and a modern honors housing complex.
If she definitely wants to be a teacher river college in new Hampshire has programs that will help in like 43 states.
I would also say SUNY new paltz; when I was looking Albany didn’t have education, look at CUNY hunter is you can. Also SUNY oneonta.
If she is considering business you should look at IU’s Kelly School. (a top 25 program) Her stats are high enough for a direct admit. The also have a free, week long summer program for girls called the Young Women’s Institute. My daughter attended last year and thought it was fabulous. I believe the application opens in early April so she should apply soon if interested!
