I really want to go to WILLIAMS OR COLUMBIA.

Class rank is not NA for anyone. Colleges aprox. a rank for everyone. Unless you go to a super competitive school, your GPA is low. Obviously you have amazing scores. So if your ECs, your recs and your application are great, you'll still need to have the guess they make for you be within the top 10%. Then I could see some ivies, but I don't see HYP.

Er, you again Kyle. I think Bobby got it right.

For full details of how colleges figure out your rank when your school doesn't give them one see A is For Admissions by Michele Hernandez, former Dartmouth adcom. For schools well known to them like top preps they have existing formulas, for schools lesser known to them it's more of a guess.

how u get these scores

that's crazy. williams and columbia will take u. The rest are matches. but gotta see ur EC's

Eh, EC's seem kind of weak with not too much achievement so Columbia might be iffy. You also have a lower GPA than what you would associate with those Standardized test scores so they might be a bad impression from the start.
