<p>I believe only a parent (or possibly a legal guardian) can apply for a plus loan. </p>
<p>If a **parent **is turned down for a plus loan then the student is eligible for additional Stafford loans (an additional $4000 on top of the normal maximum of $3500 for freshmen).</p>
<p>If you are not the legal guardian you would have to look at private loans rather than the parent plus loan.</p>
