If you went to UT and got a 4 GPA freshman year on a nonhonors program would it then be possible to transfer over to Honors even in another major?

"Honors" doesn't even begin to describe anything at UT. UT's Honors programs are not like other colleges where there are simply Honors sections of regular courses. There are Honors programs for most colleges, Honors programs which fulfil the requirements of a major, interdisciplinary Honors programs, etc.

You need to be much more specific. What is your intended area of study?

Plan II Honors is a very prestigious Liberal Arts/interdisciplinary honors program, and because of a very high yield among freshmen they don't take any transfers, either internal or external. Business Honors, on the other hand, actually reserves a set number of spots for transfers, but if you aren't transferring within UT it's very hard to get one.

If you are more specific we could be of more help.

You can apply as a transfer into Plan II, I knew someone who did it.
It's going to be harder, but still possible.

You can still apply for admission to Plan II as a transfer, but their admissions staff has stated that they ARE NOT accepting anyone at this time as they have too many freshmen enrolling. They've cut back on freshman admissions because the yield is too high.

So your friend may have applied, but he's wasting his time.
