I’m hoping someone has info on this topic as I’ve not been able to find any online or by calling the Admissions Office.
I already have an undergrad and graduate degree (neither from UT) but I’m wanting to apply for the Fall 2020 semester to pursue a 2nd bachelor’s degee in German (then hopefully a master’s and PhD). But I’m trying to find out if UT has a post-bacaalaureate category for undergrad admissions for applicants who already posses an undergraddegree or would someone in my position have to apply as a “traditional” transfer student with more than 30 hours or transferable credit? If UT does have a post-baccalaureate category, what are the admission criteria?

If there’s no special category and you’ve called them to confirm this, then you apply as a transfer, but it seems odd - there’s dually a special category. Check to see if there are ‘mature/adult students’ categories too. You must call them as it might also indicate that they don’t accept second bachelor’s students.
Can you afford to pay full fees? No financial aid is available for second bachelor’s degrees.
Since you’re 24+, it may make more sense for you to move to Germany and take intensive classes there.
The only special status UT Austin has is called “degree holder, non-degree seeker.” It is for applicants who have previously earned at least a bachelor’s degree and want to enroll to pick up additional coursework without pursuing another bachelor’s degree. If you have a bachelor’s and want to pursue another bachelor’s at UT, you apply as a degree-seeking external transfer student.
