Practice PSAT Writing Question #18

Can someone explain question 18 in the writing section of this year's practice PSAT (the one that you get when you sign up for the PSAT)?

According to no lesser of an authority than Parkman, the most momentous event in the history of colonial North America was the expulsion of the French.

(A) lesser of an authority than
(B) lesser an authority such as
(C) less an authority as
(D) less of an authority than was
(E) less an authority than

Collegeboard's explanation doesn't make any sense to me.

(E)

lesser doesn't make sense, because authority itself is not something that can be measured. after all, you wouldn't say "sarah is lesser an authority than manda", but merely "sarah is less an authority than manda".

Thanks for your help, but I am still confused. If authority cannot be measured, doesn't choice E still compare it with the word 'less'?
