I was surprised when I read that WashU did not supplement essays for general admission. However, I found on some older threads (2007, 2009, etc.) that there was a pre-app data sheet that applicants are supposed to fill out. When I looked on the admissions website as well as Common App, I didn’t see these questions mentioned.

Is there still a pre-app data sheet that I am supposed to fill out?

No, I dont’ think they have that anymore. All you have to do is fill out what is requested on the common app. Yes, they don’t have supplemental essays!

Nope it doesn’t exist anymore. They don’t have any supplemental essays because they want you to focus on applying to the several scholarships they offer.
