Last summer, I attended a summer program at Penn. At this program, I asked my professor of my creative writing class to write me a rec letter and she accepted to do so and told me to email her a list of addresses to send it to. When I submitted my applications, I send her the email and she said that she sent them. However, a few weeks ago I called some of the colleges she sent it to and they told me that they didnt have it and I could ask her to fax it. So, I did and I gave her my own fax number as well because i told her i would like to keep it for future references. However, until now (its been a week), she hasn't sent it to me which is making me conclude that she might've not sent it to the colleges as well. What should I do? I feel like i'm annoying her with all these e-mails and stuff, because when I sent her the email explaining that they didnt have her letter, she replied saying that that is very surprising and that she sent them all to the addresses I gave her.

Don’t waste anymore time with this particular professor. Get someone else to write one.

No I already have teacher recs- however, I felt that her rec would be helpful. So it’s really supplementary.

If it’s supplementary, then don’t worry too much about it. As long as your teacher recommendations are strong, then I don’t think that supplementary rec would make much of a difference anyways. And I’m sure colleges would put a bigger emphasis on what your teachers say since they have known you longer than a professor that you interacted with for only a couple weeks one summer. Good luck.
