<p>public schools just tend to have a weaker student body because their primary institutional goals are to educate the students of the state. </p>
<p>while public schools do indeed have bright, intelligent, and motivated students, they only comprise a small percentage of the school. for example, compare Penn State with the top private schools and LACs of PA: Lehigh, Villanova, UPenn, Swarthmore, Haverford. most of the students that attend Penn State obviously didn’t want to challenge and motivate themselves to do their best, putting financial reasons aside.</p>
