Public Schools with strong pre-med

That’s a PELL grant. Fafsa is the form you fill out to find out if you qualify for a PELL grant (or other federal monies such as work-study and loans).

For a pre-med with a good resume (I hope), you can’t beat the Tier One Scholarship at University of Houston. If you have strong scores and a good resume you should apply. The scholarship covers most of your expenses except for two years of housing. Be advised though that the 2017 program is currently under review by the school. http://www.uh.edu/tieronescholars/benefits/

Texas also has JAMP which this student should absolutely apply for.
HOWEVER Texas for undergrad is not very good for lower income students, especially since state grants have been replaced with extra loans.
It may well be worth it to apply to meet need, generous schools, especially the ones that don’t package loans (Vassar, Davidson, Haverford, Bowdoin) , and to bank the Jr -senior loans for interview expenses. For lower income students it also makes sense to take a glide year for paid research or work and interview from saved salary rather than during senior year. This may end up being cheaper than trying to save on interview expenses by staying in Texas and having to take on loans.
